- Active MC & DOT Number — Valid FMCSA operating authority in good standing
- Minimum $1M Auto Liability Insurance — With Carolina Expressways listed as certificate holder
- Minimum $100K Cargo Insurance — General freight; higher limits required for specialty loads
- Satisfactory Safety Rating — No unsatisfactory FMCSA rating; conditional ratings reviewed case-by-case
- 24/7 Driver Accessibility — Drivers must be reachable during transit for load status updates
- Tracking Capability — GPS/ELD tracking required; MacroPoint or FourKites preferred
- Clean Operating History — No pattern of load abandonment, cargo claims, or compliance violations
